Bipartisan US Senate Measure Targets Actors Fueling Sudan Conflict

(MENAFN) A group of Republican and Democratic senators has introduced new legislation aimed at increasing pressure on those accused of prolonging and intensifying the conflict in Sudan.

The proposed measure, titled the Preventing External Aggression and Conflict Escalation (PEACE) in Sudan Act of 2026, was put forward by senior members of the Senate Foreign Relations Committee along with other lawmakers from both parties.

Commenting on the initiative, Senator Jim Risch said: "The war in Sudan is a humanitarian catastrophe, a source of instability in Africa, and a threat to US national security," describing the legislation as a bipartisan effort to impose greater costs on both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), as well as their supporters.

According to reports, the bill would require the US secretary of state to evaluate whether armed groups operating in Sudan meet the conditions for designation as Specially Designated Global Terrorists. It would also broaden the administration’s authority to impose sanctions under existing frameworks.

In addition, the legislation calls for the State Department to develop and submit a detailed strategy aimed at achieving a ceasefire. It would also require regular reporting on foreign governments and other actors believed to be contributing to the conflict and would extend authorization for a US special envoy focused on Sudan.

If enacted, the proposal would allow the US president to sanction individuals or entities found to be involved in supplying weapons to combatants, recruiting child soldiers, directing foreign military operations within Sudan, trafficking natural resources such as gold and gum arabic, or preventing humanitarian aid from reaching civilians.

Sudan has been mired in war since April 2023, when clashes broke out between the national army and the RSF over plans to incorporate the paramilitary group into the country's military structure. The conflict has since developed into one of the world's most severe humanitarian emergencies, resulting in tens of thousands of deaths and forcing nearly 13 million people from their homes.

Reports also noted that in January 2025, the United States determined that the RSF and allied militias had committed genocide during the conflict in Sudan.
